Personality: Meer is surprisingly forward, which can be fooled by the innocent face she has. She tries extremely hard to mimic the work of her idol, Lacus, and sometimes improvises with her own edits, which ends up pleasing the people of PLANT even more. She is also easy to influence and steer wrong, as we see from the way Durandal treats her.

Background: Meer Campbell is a Lacus Clyne fan whose voice sounds very similar to her idol's. Meer is contacted by Gilbert Durandal, who asks her to pose as Lacus to enhance his political position, starting with calming the people of the PLANTs following the "Break the World" incident. After she accepts the job, Meer's face is surgically altered to look identical to Lacus Clyne. Despite many fans' belief, Meer didn't have breast augmentation as a part of her makeover. There's a tell-tale sign that tells their own identities—their hairclip. Meer's one looks like a star, and Lacus' one is a simple clip not resembling anything.

Meer is also trained by Durandal's people to act like Lacus, however, Meer takes Lacus' image as a pop star further: singing more upbeat versions of her songs, more dancing, more revealing attire, et cetera.

Realizing that Lacus has a political influence greater than his, Gilbert uses Meer as his political puppet to gain support for his policies. Meer soon is convinced that by impersonating Lacus, she'll be loved by everyone and be able to help keep peace as well. While most people are unable to tell the difference, Athrun, Kira, and most of the other major characters in Terminal easily know she is not the real Lacus, especially since Lacus has been living with most of the senior members of Terminal in Orb, and later on aboard the Archangel. In The Edge (a manga series depicting Athrun's side of the story), Gilbert Durandal acknowledges to Athrun that Meer is an imposter.

While Lacus initially acted a bit naive, Meer by comparison is more energetic and ditzy; she tends to be very excitable and a bit childish at times, especially in Athrun's presence. However, we see glimpses that she, like Lacus, may be smarter than she seems; she reacts quickly when she warns Athrun that he is being framed as a traitor.

However, playing the role might be going to her head, messing with her sanity - or both. When she first meets Athrun, she promptly introduces herself as Meer Campbell and admits she isn't Lacus Clyne. When Athrun attempts to convince her to escape Gibraltar with him, she refuses, claiming that she is Lacus and that she prefers to be Lacus (both of which are possible early symptoms of schizophrenia or, most likely, dissociative identity disorder). Later in the series Meer insists to Athrun and Lacus herself that she is Lacus.

Throughout the series, Meer attempts to get closer to Athrun, going so far as to sneak into his bedroom while he is asleep. Athrun attempts to keep her at a distance and tells her that the real Lacus wouldn't do many of the things which she does. Even though Athrun never encourages her, Meer continues to try to get closer to him; on the other hand, despite not having romantic feelings for her, Athrun did care for her as a friend, since he tried to get her to defect with him and was visibly upset when she died.
